Validates seeded forecasts (prediction-store.ts) against seeded actuals (snapshot-engine.ts reading in-memory incidents). Circular — seed validates seed.

Survival on Restart

Data resets on every container restart. Not persistent.

Required to Go Live

Real forecasts from live data. Real outcome records in PostgreSQL. Minimum 30 forecast-outcome pairs.
